Doctoral Degree in Educational Research and Evaluation Study Program

The need for educational researchers and evaluators in schools, government institutions, private companies and foundations, colleges and universities, research institutes, and national testing centers has never subsided and continues to grow following the evolving educational needs and demography. Knowledge and skills are needed to advance and meet the growing needs in today’s society for new knowledge by applying unique skill sets in evaluation, measurement, and research. Solutions to current problems often rely on reliable and valid measures gathered through systematic investigations that seek to guarantee inferences drawn based on the measures so that decision-makers can be fully informed. Therefore, it is imperative to develop an educational program for evaluators and leaders who have a comprehensive understanding and ability to integrate and utilize inquiry methods from various ontologies, epistemologies, and paradigms to address research and evaluative questions directed at understanding, solving urgent problems, and contributing to practice-based knowledge. This reason became the impetus for the Postgraduate Program of Universitas Negeri Jakarta to establish a doctoral study program in educational research and evaluation.

To become a study program that has a competitive advantage in the field of research methodology, evaluation, measurement, and educational assessment to build a qualified Indonesian society ready for the Southeast Asian level in 2025.

  • To organize doctoral education activities in educational research and evaluation in a conducive, accountable, and transparent academic atmosphere using information technology;
  • To carry out research activities in research methodology, evaluation, measurement, and educational assessment using various methodological approaches following the research characteristics;
  • To carry out community service activities followed by joint research in research methodology, evaluation, measurement, and educational assessment following developments in science and technology;
  • To develop knowledge in the field of research methodology, evaluation, measurement, and assessment of education to improve the quality of education; and
  • To establish communication and cooperation between scientific disciplines, domestic and foreign agencies, and the community to implement the tridharma of higher education.

The objectives of the Educational Research and Evaluation Doctoral Program are to produce graduates who

  • excel in the fields of research methodology, evaluation, measurement, and educational assessment;
  • have academic ability to implement their knowledge to create a conducive, accountable, and transparent atmosphere;
  • can develop research, evaluation, and measurement models in micro and macro contexts;
  • can produce scientific work in research methodology, evaluation, measurement, and assessment of education to own intellectual property rights through research and community service activities;
  • can advance theories and concepts in the field of research methodology, evaluation, measurement, and assessment of education to improve the quality of education; and
  • possess good communication and cooperation skills to forge collaborations among scientific disciplines, educational institutions, research and training institutions, local governments, and professional organizations that mutually support the development and progress of education in evaluation, measurement, educational assessment, and research methodology.

The Educational Research and Evaluation Doctoral Program seeks to produce graduates who will become:

  • institutional leaders who can lead research, measurement, and evaluation of programs and policies professionally and independently and based on science and technology to solve educational and non-educational problems; and
  • expert researchers and developers who are capable of developing science, research, measurement and evaluation of policies and programs through creative and innovative research in order to improve knowledge, research, measure and evaluate current and future programs and/or policies as well as being able to gain recognition both nationally and internationally.
